In a large saucepan, combine 4 cups of water,1½ cups granulated sugar, lemon juice, lemon zest and cinnamon. Over medium-high heat bring to boil, stirring until sugar is dissolved.
Slice off the bottom of each peeled pear so that it stands upright and remove the seeds. Arrange peeled pears in a saucepan and bring to a boil. Reduce heat to medium and simmer, turning occasionally, until pears are soft (for about 10 minutes). Transfer cooked pears to a plate.
Preheat your oven to 330F (165C). Grease 6-inch (18 cm) round cake pan and 4 moulds with nonstick cooking spray.

In a mixing bowl, combine all purpose flour and baking powder. Combine well. Reduce speed of electric mixer to low. Add half of flour mixture to butter mixture in a few additions. Add milk, then remaining half of flour mixture. Beat for a further 2-3 minutes.
Pour the batter into cake pan and the moulds. Push in cooked pears until they rich the bottom. Bake in preheated oven for about 1 hour 25 minutes,or until toothpick inserted in the center comes out clean.
