Add 1/4 of ground beef and cook, stirring occasionally, until nicely browned. Using a slotted spoon, remove cooked meat from the pot and set it aside. Drain, leaving 1 tablespoon (15 ml) of fat in the cooker.
Add diced yellow onion and cook, stirring occasionally and scraping up any browned bits from the bottom of the pot, until onion is lightly golden. Sprinkle with kosher salt, then stir in minced garlic and remaining spices. Cook, stirring, until fragrant, for a further 1 minute.
Add the tomato paste and continue cooking and stirring for 1 minute more.
Return browned beef with any accumulated juices to the pot, then add uncooked beef and crushed tomatoes. Stir well. Season with salt. Stir in coffee, dark chocolate, and Asian fish sauce. Add bay leaf and bring meaty mixture to a simmer, stirring and scraping the bottom of the pot.
Close the pressure cooker and lock the lid. Set the machine to cook at high pressure. Set the timer to cook for 20 minutes.
Carefully open the pot. Discard the bay leaf. Stir in drained kidney beans, then season with salt, black, and cayenne peppers. Simmer beef bean chili, stirring occasionally, for about 5 minutes.
